Hybrid Warfare and the Importance of Elections in Geopolitics… Dr. Gurakuç Kuçi “OCTOPUS”“OCTOPUS” Institute gurakuq.kuqi@octopusinstitute.org Abstract Electoral processes are gaining increasing importance on the geopolitical stage, becoming a major force in shaping politics and international relations. Observing elections in countries such as the USA, Germany, and Italy, confirms that ideological changes within political parties are significantly impacting geopolitical dynamics (i.e., electoral politics as a form of geopolitics). These changes are evident in the use of electoral processes by autocratic regimes such as Russia and Serbia to influence fragile democracies, including North Macedonia and Montenegro. The hybrid warfare strategies of these regimes…
Dr. Gurakuç Kuçi“OCTOPUS” Institutegurakuqkuqi@octopusinstitute.org Key points: Key conclusions: Serbian President Aleksandar Vucic has threatened the West that they must choose between Kosovo and Serbia. He further continued that if they choose Kosovo, Serbia will “wait for the best possible moment and they will use the opportunity”. Vucic strengthened these threats on the basis that Kosovo will be supported by the West for membership in the Council of Europe (CoE) and NATO. In a congratulatory letter addressed to Putin for the victory in the elections in Russia, Vucic complains to him about the “difficult political situation that the Serbian people were…
Dr. Gurakuç Kuçi“OCTOPUS” Institutegurakuqkuqi@octopusinstitute.org Abstract: Serbia aims its returnment or the achievement of the Serbian World (Greater Serbia) in Montenegro through the model of Bosnia with federalism, the model of North Macedonia – like the Albanians, the third model is Kosovo – an association of municipalities with a Serbian majority, the fourth model is the possibility of a referendum where partial or complete union with Serbia can be requested from Montenegro and the fifth possibility is the change of favorable geopolitical circumstances leading to full scale invasion. Serbia’s unchecked authoritarianism under Vucic, bolstered by Western appeasement, threatens regional stability. A radical shift towards democratisation is imperative for lasting peace in the Balkans. In Serbia, President Aleksandar Vucic’s authoritarian regime has become deeply intertwined with the political and historical trajectory of the Serbian state over the past decades. A significant concentration of power is evident through the control of media and civil society, the suppression of opposition, strong ties with underground networks, and election manipulations (notably those on December 17). Furthermore, connections with dictator Putin, particularly post the invasion of Ukraine, have led to a surprisingly tolerant stance from the West towards Vucic.…

The Serb nationalist paramilitary attack in Banjska, in northern Kosovo, which resulted in the deaths of one Kosovo police officer and the wounding of two more, represents the most serious instance of violence in the country since the end of the 1999 war and the accompanying NATO intervention. In Banjska we see demonstrative proof that Belgrade has a renewed willingness to use violence to shape political conditions in neighboring states. The direct involvement of Serbian state security services in the attack – through their suspected provision of weapons and munitions, the use of their facilities for the attack’s preparation, and…
