P\u0159\u00edm\u00e9 zapojen\u00ed srbsk\u00fdch st\u00e1tn\u00edch bezpe\u010dnostn\u00edch slu\u017eeb do \u00fatoku \u2013 prost\u0159ednictv\u00edm jejich podez\u0159el\u00e9ho poskytnut\u00ed zbran\u00ed a munice, pou\u017eit\u00ed jejich za\u0159\u00edzen\u00ed pro p\u0159\u00edpravu \u00fatoku a zn\u00e1m\u00fdch vazeb \u00fato\u010dn\u00edk\u016f na vy\u0161\u0161\u00ed vrstvy srbsk\u00e9ho veden\u00ed \u2013 vy\u017eaduje zna\u010dn\u00e9 reakce hlavn\u00edch m\u011bst Quintu a vlastn\u00ed kosovsk\u00e9 vl\u00e1dy.<\/p>\n\n\n\n<p>N\u00e1sleduj\u00edc\u00ed zpr\u00e1va uv\u00e1d\u00ed p\u011bt politick\u00fdch doporu\u010den\u00ed, jak vhodn\u011b reagovat na ud\u00e1losti v Banjsk\u00e9, a p\u0159edev\u0161\u00edm zajistit, \u017ee B\u011blehrad nebude riskovat dal\u0161\u00ed eskalaci n\u00e1sil\u00ed. V\u011brohodn\u00e9 d\u016fsledky a z\u0159\u00edzen\u00ed p\u0159esv\u011bd\u010div\u00fdch odstra\u0161ovac\u00edch kapacit v Pri\u0161tin\u011b jsou kl\u00ed\u010dem k zaji\u0161t\u011bn\u00ed stability Kosova i cel\u00e9ho regionu z\u00e1padn\u00edho Balk\u00e1nu. Pokud se srbsk\u00fdm nacionalistick\u00fdm prvk\u016fm dovol\u00ed v\u011b\u0159it, \u017ee n\u00e1sil\u00ed je op\u011bt povolen\u00fdm n\u00e1strojem politick\u00e9ho vlivu, neohroz\u00ed t\u00edm pouze bezpe\u010dnost, suverenitu a \u00fazemn\u00ed celistvost Kosova. \u010casem se pravd\u011bpodobn\u011b stane ter\u010dem tak\u00e9 Bosna a Hercegovina a \u010cern\u00e1 Hora. Tot\u00e9\u017e by tak\u00e9 vedlo k dal\u0161\u00edmu demokratick\u00e9mu sestupu v Srbsku, co\u017e by pak rovn\u011b\u017e zv\u00fd\u0161ilo pravd\u011bpodobnost mezist\u00e1tn\u00edho konfliktu v regionu.<\/p>\n\n\n\n<p>NATO ani EU si nemohou dovolit dal\u0161\u00ed multifrontovou krizi v regionu, zejm\u00e9na s ohledem na prudk\u00fd pokles glob\u00e1ln\u00edch geopolitick\u00fdch podm\u00ednek od \u00fanora 2022. V souladu s t\u00edm by doporu\u010den\u00ed v t\u00e9to zpr\u00e1v\u011b, pokud by byla implementov\u00e1na, nejen v\u00fdrazn\u011b zlep\u0161ila stabilitu a bezpe\u010dnost Kosova, ale rovn\u011b\u017e by zajistila z\u00e1jmy Z\u00e1padu na zachov\u00e1n\u00ed m\u00edrov\u00e9ho prost\u0159ed\u00ed na cel\u00e9m z\u00e1padn\u00edm Balk\u00e1n\u011b.<\/p>\n\n\n\n<p>To je v kone\u010dn\u00e9 anal\u00fdze tak\u00e9 kl\u00ed\u010dov\u00fd analytick\u00fd tah tohoto textu: zd\u016frazn\u011bn\u00ed, \u017ee v z\u00e1jmu euroatlantick\u00e9ho spole\u010denstv\u00ed je p\u0159edev\u0161\u00edm m\u00edt suver\u00e9nn\u00ed, demokratick\u00e9 Kosovo, jeho\u017e bezpe\u010dnost je d\u016fv\u011bryhodn\u011b udr\u017eov\u00e1na jeho vlastn\u00ed donucovac\u00ed a bezpe\u010dnostn\u00ed slu\u017eby. V tomto ohledu je Srbsko na sv\u00e9m sou\u010dasn\u00e9m kurzu protivn\u00edkem, nikoli partnerem. Ale upev\u0148ov\u00e1n\u00edm z\u00e1padn\u00ed podpory a z\u00e1vazk\u016f v\u016f\u010di Kosovu m\u016f\u017eeme \u010dasem zajistit, aby srbsk\u00e1 politick\u00e1 t\u0159\u00edda uznala, \u017ee jej\u00ed sou\u010dasn\u00e1 maximalistick\u00e1 trajektorie je propad\u00e1k: na mezin\u00e1rodn\u00ed \u00farovni, ale tak\u00e9 na dom\u00e1c\u00edm trhu. Siln\u00fd, suver\u00e9nn\u00ed st\u00e1t Kosovo \u2013 spolu s Bosnou a Hercegovinou a \u010cernou Horou \u2013 jsou zdaleka nejv\u011bt\u0161\u00edmi n\u00e1stroji, kter\u00e9 m\u00e1 euroatlantick\u00e9 spole\u010denstv\u00ed k dispozici, aby kone\u010dn\u011b usnadnily skute\u010dn\u00e9 p\u0159ijet\u00ed srbsk\u00e9 spole\u010dnosti, \u017ee jugosl\u00e1vsk\u00e9 v\u00e1lky skon\u010dily a \u017ee srbsk\u00e9 nacionalistick\u00e9- expanzivn\u00ed projekt \u2013 a\u0165 u\u017e stylizovan\u00fd jako \u201eVelk\u00e9 Srbsko\u201c nebo \u201eSrbsk\u00fd sv\u011bt\u201c \u2013 byly pora\u017eeny.<\/p>\n\n\n\n<p>Doporu\u010den\u00ed 1: Zmrazit dialog Pri\u0161tina-B\u011blehrad, dokud pracovn\u00ed skupina NATO nevypracuje \u00faplnou a nestrannou zpr\u00e1vu o ud\u00e1lostech v Banjsk\u00e9<br>Pokou\u0161et se v sou\u010dasnosti obnovit dialog Pri\u0161tina-B\u011blehrad je nerozumn\u00e9 a nerozumn\u00e9. Za prv\u00e9, vezmeme-li v \u00favahu absenci form\u00e1ln\u00edch sankc\u00ed v\u016f\u010di Srbsku ze strany USA ani EU po ud\u00e1lostech v Banjsk\u00e9, takov\u00e9 \u00fasil\u00ed implicitn\u011b vys\u00edl\u00e1 sign\u00e1l, \u017ee politick\u00fd Z\u00e1pad je ochoten tolerovat pou\u017eit\u00ed s\u00edly k formov\u00e1n\u00ed a \u0159\u00edzen\u00ed politick\u00fdch jedn\u00e1n\u00ed mezi dv\u011b strany. Jako sign\u00e1l pro cel\u00fd region z\u00e1padn\u00edho Balk\u00e1nu je to hluboce destruktivn\u00ed pro vlastn\u00ed z\u00e1jem Z\u00e1padu na prosazov\u00e1n\u00ed mezin\u00e1rodn\u00edch norem a pr\u00e1vn\u00edho st\u00e1tu. Stejn\u011b tak se Kosovo jako suver\u00e9nn\u00ed st\u00e1t nem\u016f\u017ee nechat nutit k politick\u00fdm nebo diplomatick\u00fdm jedn\u00e1n\u00edm s vl\u00e1dou podn\u011bcuj\u00edc\u00ed n\u00e1sil\u00ed na sv\u00e9m \u00fazem\u00ed; je to politicky sebevra\u017eedn\u00fd n\u00e1vrh pro jakoukoli demokratickou vl\u00e1du.<\/p>\n\n\n\n<p>Zadruh\u00e9, nal\u00e9h\u00e1n\u00ed na obnoven\u00ed dialogu nar\u00e1\u017e\u00ed na jasn\u011b stanoven\u00e9 z\u00e1sady z\u00e1padn\u00ed politiky v dal\u0161\u00edch prob\u00edhaj\u00edc\u00edch geopolitick\u00fdch bodech, p\u0159edev\u0161\u00edm na Ukrajin\u011b a v Izraeli. Jak v p\u0159\u00edpad\u011b rusk\u00e9 agrese proti Ukrajin\u011b, tak teroristick\u00fdch \u00fatok\u016f Hamasu proti Izraeli, USA a dal\u0161\u00ed hlavn\u00ed m\u011bsta Quintu odm\u00edtly jedn\u00e1n\u00ed jako p\u0159ijatelnou alternativu k z\u00e1kladn\u00edm bezpe\u010dnostn\u00edm z\u00e1jm\u016fm ukrajinsk\u00fdch a izraelsk\u00fdch st\u00e1t\u016f. P\u0159esto\u017ee Kosovo nen\u00ed ve stavu aktivn\u00ed v\u00e1lky, Srbsko zjevn\u011b zah\u00e1jilo hybridn\u00ed kampa\u0148 proti zemi a jej\u00edm ob\u010dan\u016fm, a jako takov\u00e9 mus\u00ed Kosovo trvat na stejn\u00fdch z\u00e1kladn\u00edch bezpe\u010dnostn\u00edch principech jako Ukrajina a Izrael. Mus\u00ed toti\u017e zajistit \u00faplnou pr\u00e1vn\u011b-politickou kontrolu nad ka\u017edou \u010d\u00e1st\u00ed sv\u00e9ho \u00fazem\u00ed, ne\u017e bude moci v\u011brohodn\u011b uva\u017eovat o jak\u00e9koli alternativn\u00ed administrativn\u011b-\u00fastavn\u00ed reform\u011b (reform\u00e1ch) st\u00e1tu.<\/p>\n\n\n\n<p>Pokud tak neu\u010din\u00edme, pouze usnadn\u00ed vznik paraleln\u00edho, kontradiktorn\u00edho politick\u00e9ho re\u017eimu na \u00fazem\u00ed Kosova, i kdy\u017e tent\u00fd\u017e je nomin\u00e1ln\u011b za\u010dlen\u011bn do \u00fastavn\u00edho po\u0159\u00e1dku zem\u011b. Sta\u010d\u00ed se pod\u00edvat na entitu Republiky srbsk\u00e9 v Bosn\u011b a Hercegovin\u011b a jej\u00ed separatistick\u00e9 org\u00e1ny, abychom uznali, \u017ee dialog a p\u0159enesen\u00ed pravomoc\u00ed bez funk\u010dn\u00edho, racion\u00e1ln\u00edho justi\u010dn\u011b-bezpe\u010dnostn\u00edho apar\u00e1tu, funguj\u00edc\u00edho voln\u011b na cel\u00e9m \u00fazem\u00ed st\u00e1tu, zp\u016fsob\u00ed jen dal\u0161\u00ed chaos. Obnoven\u00ed mo\u017enosti obnoven\u00ed dialogu jako takov\u00e9 vy\u017eaduje \u00fapln\u00e9 vy\u00fa\u010dtov\u00e1n\u00ed ud\u00e1lost\u00ed v Banjsk\u00e9 nestrann\u00fdm subjektem t\u0159et\u00ed strany, jako je KFOR nebo p\u0159idru\u017een\u00e1 atlantick\u00e1 zpravodajsk\u00e1 slu\u017eba. Jakmile budou fakta o \u00fatoku pln\u011b prok\u00e1z\u00e1na a pachatel\u00e9 budou n\u00e1le\u017eit\u011b potrest\u00e1ni (v politick\u00e9m a pr\u00e1vn\u00edm smyslu), dialog m\u016f\u017ee b\u00fdt obnoven s ohledem na vytvo\u0159en\u00ed spravedliv\u00e9ho, ale tak\u00e9 funk\u010dn\u00edho r\u00e1mce pro budouc\u00ed spr\u00e1vu Kosova.<\/p>\n\n\n\n<p>Doporu\u010den\u00ed 2: Zv\u00fd\u0161en\u00e1 bezpe\u010dnostn\u00ed pomoc kosovsk\u00e9 policii a kosovsk\u00fdm bezpe\u010dnostn\u00edm sil\u00e1m<br>Jak je uvedeno v\u00fd\u0161e, Kosovo mus\u00ed b\u00fdt uzn\u00e1no jako suver\u00e9nn\u00ed strana v kontextu sporu se Srbskem, bez ohledu na postaven\u00ed B\u011blehradu a p\u011bti zem\u00ed, kter\u00e9 EU neuzn\u00e1vaj\u00ed. V souladu s t\u00edm m\u00e1 Kosovo n\u00e1rok na v\u0161echna stejn\u00e1 ustanoven\u00ed st\u00e1tnosti jako jak\u00fdkoli jin\u00fd suver\u00e9nn\u00ed akt\u00e9r, jeho\u017e nejz\u00e1kladn\u011bj\u0161\u00edm aspektem je bezpe\u010dnostn\u00ed monopol na cel\u00e9m \u00fazem\u00ed st\u00e1tn\u00edho \u00fazem\u00ed. Kosovsk\u00e1 policie a Kosovsk\u00e9 bezpe\u010dnostn\u00ed s\u00edly (KSF) proto pot\u0159ebuj\u00ed nep\u0159etr\u017eitou, ale tak\u00e9 zv\u00fd\u0161enou podporu, aby mohly prom\u00edtat s\u00edlu a udr\u017eovat pr\u00e1vo a po\u0159\u00e1dek ve v\u0161ech \u010d\u00e1stech Kosova, v\u010detn\u011b severu.<\/p>\n\n\n\n<p>B\u011bhem \u00fatoku v Banjsk\u00e9 se kosovsk\u00e1 policie uk\u00e1zala jako \u00fa\u010dinn\u00e1 a profesion\u00e1ln\u00ed s\u00edla, kter\u00e1 je schopna obratn\u011b odrazit vysoce sofistikovan\u00fd, st\u00e1tem podporovan\u00fd polovojensk\u00fd \u00fatok. Srbsko se v\u0161ak nepochybn\u011b nad\u00e1le t\u011b\u0161\u00ed zna\u010dn\u00e9 vojensk\u00e9 p\u0159evaze proti Kosovu. Je proto nanejv\u00fd\u0161 d\u016fle\u017eit\u00e9, aby NATO pom\u00e1halo kosovsk\u00fdm donucovac\u00edm a bezpe\u010dnostn\u00edm slo\u017ek\u00e1m p\u0159i (znovu) ustaven\u00ed d\u016fv\u011bryhodn\u00e9 odstra\u0161uj\u00edc\u00ed kapacity s ohledem na vytvo\u0159en\u00ed \u0161ir\u0161\u00ed region\u00e1ln\u00ed rovnov\u00e1hy sil proti B\u011blehradu.<br>Kosovsk\u00e9 \u00fa\u0159ady by m\u011bly sd\u011blit Quintu a NATO, jak\u00e9 p\u0159esn\u00e9 zdroje po\u017eaduj\u00ed, ale je z\u0159ejm\u00e9, \u017ee tento seznam bude nutn\u011b zahrnovat dal\u0161\u00ed vysoce mobiln\u00ed obrn\u011bn\u00e1 vozidla pro kosovskou policii, protipanc\u00e9\u0159ov\u00e9 a protid\u011blost\u0159eleck\u00e9 syst\u00e9my pro KSF, jako\u017e i pomocn\u00e9 vrtuln\u00edky pro z\u00e1chrann\u00e9 slu\u017eby zem\u011b (srov. dod\u00e1vka americk\u00fdch vrtuln\u00edk\u016f Huey II v roce 2022 ozbrojen\u00fdm sil\u00e1m Bosny a Hercegoviny).<\/p>\n\n\n\n<p>Doporu\u010den\u00ed 3: Zru\u0161en\u00ed opat\u0159en\u00ed USA a EU v\u016f\u010di Kosovu<br>Do t\u00e9 doby je nezbytn\u011b nutn\u00e9, aby byla zru\u0161ena opat\u0159en\u00ed USA a EU proti Kosovu, kter\u00e1 byla zavedena za\u010d\u00e1tkem tohoto roku po srbsk\u00fdch nacionalistick\u00fdch nepokoj\u00edch ve Zvecanu, kter\u00e9 si vy\u017e\u00e1daly zran\u011bn\u00ed v\u00edce ne\u017e dvou des\u00edtek voj\u00e1k\u016f KFOR. Tyto kvazisankce nepochybn\u011b d\u00e1le pos\u00edlily Vu\u010di\u0107e a p\u0159idru\u017een\u00e9 srbsk\u00e9 extremistick\u00e9 prvky ve veden\u00ed k \u00fatoku v Banjsk\u00e9 a zv\u00fd\u0161ily existuj\u00edc\u00ed asymetrii v postoji mezin\u00e1rodn\u00edho spole\u010denstv\u00ed v\u016f\u010di ob\u011bma stran\u00e1m.<\/p>\n\n\n\n<p>Z\u00e1padn\u00ed p\u0159edstavitel\u00e9 mohou b\u00fdt i nad\u00e1le rozho\u0159\u010deni odporem Kurtiho vl\u00e1dy proti jednostrann\u00e9 implantaci Bruselsk\u00e9 dohody z roku 2013, tedy dal\u0161\u00edmu p\u0159eveden\u00ed m\u00edstn\u00edch spr\u00e1vn\u00edch org\u00e1n\u016f na hrstku obc\u00ed se srbskou v\u011bt\u0161inou na severu bez jak\u00e9hokoli politick\u00e9ho hnut\u00ed z B\u011blehradu. Kurtiho vl\u00e1da v\u0161ak nab\u00eddla p\u0159im\u011b\u0159en\u00e9 \u00fastupky k realizaci t\u00e9ho\u017e a jej\u00ed obavy ohledn\u011b srbsk\u00e9ho ozbrojen\u00ed zlo\u010dineck\u00fdch a extremistick\u00fdch \u017eivl\u016f na severu se bohu\u017eel uk\u00e1zaly jako p\u0159edv\u00eddav\u00e9 a p\u0159esn\u00e9. Zejm\u00e9na s ohledem na \u010dast\u00e9 p\u0159irovn\u00e1v\u00e1n\u00ed st\u00e1vaj\u00edc\u00edch modalit \u201eAsociace srbsk\u00fdch samospr\u00e1v\u201c podporovan\u00fdch USA a EU k ne\u00fasp\u011b\u0161n\u00e9mu modelu Republiky srbsk\u00e9 z Bosny a Hercegoviny premi\u00e9rem.<\/p>\n\n\n\n<p>Rozhovory mezi Pri\u0161tinou a Quintem o alternativn\u00edch sch\u00e9matech vl\u00e1dnut\u00ed na severu Kosova mohou a mus\u00ed pokra\u010dovat; v neposledn\u00ed \u0159ad\u011b proto, \u017ee Pri\u0161tina se zd\u00e1 b\u00fdt jedinou stranou sporu, kter\u00e1 je ochotna o t\u011bchto z\u00e1le\u017eitostech diskutovat a diskutovat o nich. Takov\u00e9 rozhovory v\u0161ak mohou b\u00fdt skute\u010dn\u011b plodn\u00e9 pouze tehdy, pokud USA a EU naprav\u00ed chybu sv\u00fdch d\u0159\u00edv\u011bj\u0161\u00edch opat\u0159en\u00ed proti Kosovu. Pro Pri\u0161tinu je zaji\u0161t\u011bn\u00ed tohoto obr\u00e1cen\u00ed politiky z\u00e1kladn\u00ed ot\u00e1zkou demokratick\u00e9 odpov\u011bdnosti v\u016f\u010di vlastn\u00edm ob\u010dan\u016fm, kte\u0159\u00ed jasn\u011b uk\u00e1zali, \u017ee nebudou tolerovat vl\u00e1dy, kter\u00e9 slevuj\u00ed ze z\u00e1kladn\u00edch bezpe\u010dnostn\u00edch a politick\u00fdch z\u00e1jm\u016f zem\u011b. Bohu\u017eel, vzhledem k absenci skute\u010dn\u00fdch demokratick\u00fdch proces\u016f v Srbsku nelze tot\u00e9\u017e \u0159\u00edci o re\u017eimu v B\u011blehrad\u011b.<br>Doporu\u010den\u00ed 4: Okam\u017eit\u00e9 p\u0159ijet\u00ed Kosova do NATO Partnerstv\u00ed pro m\u00edr<\/p>\n\n\n\n<p>M\u011bly by b\u00fdt tak\u00e9 podniknuty mal\u00e9, ale nesm\u00edrn\u011b v\u00fdznamn\u00e9 kroky ke zlep\u0161en\u00ed postaven\u00ed Kosova v mezin\u00e1rodn\u00edm spole\u010denstv\u00ed. Pravd\u011bpodobn\u011b nejp\u016fsobiv\u011bj\u0161\u00ed z nich \u2013 co\u017e by tak\u00e9 zlep\u0161ilo bezpe\u010dnostn\u00ed postaven\u00ed a kapacity zem\u011b \u2013 by bylo p\u0159ijet\u00ed Pri\u0161tiny do programu NATO Partnerstv\u00ed pro m\u00edr (PfP).<\/p>\n\n\n\n<p>Toto je rozhodnut\u00ed, kter\u00e9 m\u016f\u017ee NATO u\u010dinit bez souhlasu nebo p\u0159isp\u011bn\u00ed Srbska, Ruska nebo \u010c\u00edny. Nejv\u00fdznamn\u011bj\u0161\u00ed bari\u00e9rou je neuzn\u00e1n\u00ed suverenity Kosova \u010dty\u0159mi vlastn\u00edmi \u010dlensk\u00fdmi st\u00e1ty NATO. Aliance m\u00e1 v\u0161ak nepochybn\u011b kapacitu zajistit Kosovu vstup do programu PfP, i kdy\u017e ti, kdo jej neuzn\u00e1vaj\u00ed, form\u00e1ln\u011b zachovaj\u00ed sv\u00e9 st\u00e1vaj\u00edc\u00ed postoje; prost\u011b by se nemuseli br\u00e1nit vstupu Kosova do programu. To znamen\u00e1, \u017ee nemusej\u00ed podporovat aspirace Kosova v PfP, mus\u00ed se pouze zdr\u017eet hlasov\u00e1n\u00ed.<\/p>\n\n\n\n<p>Jednalo by se o rozumn\u00fd kompromis, proto\u017ee by to \u010dty\u0159em neuzn\u00e1vaj\u00edc\u00edm umo\u017enilo obecn\u011b zachovat jejich sou\u010dasn\u00e9 diplomatick\u00e9 pozice a z\u00e1rove\u0148 zlep\u0161it mezin\u00e1rodn\u00ed postaven\u00ed Kosova a schopnost NATO modernizovat a rozv\u00edjet obrann\u00e9 schopnosti Pri\u0161tiny.
